Norm of the North: Keys to the Kingdom

Norm is a polar bear from the Arctic who is invited to New York City to receive the keys to the city. But when he is framed for a crime he didn't commit, he must win a hockey match to clear his name and save his home from a sinister water company who is out to steal their ice.
